北米企業はソフトウェア開発業務をもっと中国に委託するべきか？

現在、北米ではインド人のソフトウェアデベロッパーを探すことは、「中国製」表示をつけた洋服を見つけるのと同じくらい簡単なことだろう。しかし、「ハード」製品の生産大国、中国が「ソフト」な面でもより強力になることを考えたことはあるだろうか？ここ数年、中国はソフトウェア開発の宣伝にとても力を入れており、特に組み込みソフトウェア分野では評判が高い。事実、中国の2007年のソフトウェア輸出総額100億ドル（注釈１）の３分の２を組み込みソフトが占めている。実際のところ、中国のアウトソーシング業務は日本で非常にうまくいっている。２００７年には、日本のソフトウェア外部委託業務の６５％が中国で行われている（注釈２）。これらの事例からも、中国がソフトウェア市場開拓を国際規模で広げていく意思があることは分かるだろう。ここで課題となるのは、「北米企業は中国にソフトウェアのアウトソーシング業務を委託すべきかどうか」である。この質問に答える前に、中国でのアウトソーシングに関する主なリスクとその可用性について考えてみよう。
